Peter Huber’s thesis (Basic Books, 1999): “Soft Green” environmentalism, the machinery of scientists, regulators and lawyers, doesn’t conserve forests, oceans and streams, it hastens their destruction. His alternative is Teddy Roosevelt’s “Hard Green”: national parks, wilderness preservation, and markets plus technology for scarcity, pollution and waste.
